Attorney General Cameron Announces Investigation by His Office Leads to Conviction of Bracken County Woman for Attempted Forgery

FRANKFORT, Ky. (June 18, 2021) – Attorney General Daniel Cameron announced today that an investigation by his Medicaid Fraud Unit led to the conviction of Kayla Ruf, 27, of Bracken County for attempted forgery. The conviction resulted in nearly $5,000 in restitution for the Kentucky Medicaid Program.

While providing in-home care for a Medicaid Waiver recipient, Ruf falsified, forged, and submitted a series of time sheets for nearly three months to receive compensation for services that she did not provide. 

“Exploiting a vulnerable adult in order to defraud Kentucky’s Medicaid Waiver Program is unacceptable,” said Attorney General Cameron. “Our Medicaid Fraud Unit is committed to seeking justice for Kentuckians in Medicaid fraud cases. I am grateful to the Mason County Attorney’s Office, Detective Mike McGuffey, and Assistant Attorney General Dianna Y. L. Miller, along with investigators from the Cabinet for Health and Family Services, for their work in this case.”

On September 19, 2020, Ruf was charged in Mason County District Court with one count of forgery in the second degree (Class D Felony) and one count of knowing exploitation of an adult over $300 (Class C Felony).

On June 14, 2021, Ruf pled guilty to a criminal attempt to commit forgery in the second degree (Class A Misdemeanor).

Judge Kim Razor sentenced Ruf to serve 180 days, conditionally discharged for two years. As part of the agreement, Ruf was required to pay $4,855 in restitution.

This case was prosecuted on behalf of the Commonwealth by Mason County Attorney John Estill. Detective Mike McGuffey and Assistant Attorney General Dianna Y. L. Miller of the Attorney General’s Office investigated the case, with the assistance of investigators from the Office of the Inspector General within the Cabinet for Health and Family Services.
