FRANKFORT, Ky. (July 31, 2026) – Attorney General Russell Coleman released the 2026 Domestic Violence Prosecution Manual aimed at better protecting victims. The Manual is a comprehensive resource for prosecutors, victims advocates, and law enforcement to investigate and prosecute these crimes.
According to the Justice and Public Safety Cabinet, law enforcement responded to nearly 34,000 incidents of domestic and dating violence in 2025 and regional domestic violence hotlines answered more than 20,000 crisis calls.
The Attorney General’s Office updates the Manual every two years to reflect best practices and new legislation. The 2026 Manual describes Kentucky's new stalking law, which recognizes technology-facilitated stalking and other indirect conduct and makes all stalking crimes felony offenses. The Manual also includes new guidance on protective orders, highlighting recent laws that provide greater safety for victims without requiring a separate civil court proceeding.
