Kathy Litteral Retires; David Green Takes the Helm at EKCC and Keith Helton Assumes Warden’s Post at LSCC

Kathy Litteral, a 27-year veteran of the Department of Corrections and warden at Eastern Kentucky Correctional Complex (EKCC), has retired. James David Green, who had been serving as warden at Little Sandy Correctional Complex (LSCC), has taken the reigns at EKCC. Keith Helton, who was warden at Bell County Forestry Camp (BCFC), has assumed the warden’s post at LSCC.

Litteral began her career at EKCC in 1991. She served as a classification and treatment officer, unit administrator, and deputy warden at the prison. She was promoted to warden at BCFC in 2012. She was again promoted in 2015 to warden at EKCC and served in that role until her recent retirement.

Green is a 29-year veteran of DOC and began his career as a correctional officer at EKCC in 1989. He was a member of the original group of officers hired when EKCC opened. There, he was promoted through the security ranks and also served as the Hostage Negotiation Team (HNT) leader.

In 2005, Green was promoted to unit administrator at LSCC, where he again served as the HNT leader. In 2010, he was promoted to senior captain at LSCC and later promoted to deputy warden. Green was promoted to warden of BCFC in 2015 and warden at LSCC in 2017.

"David Green is a seasoned warden of multiple institutions with nearly three decades of experience that will provide the solid leadership necessary to manage a high security prison,” said Deputy Commissioner Randy White.

A 21-year veteran of DOC, Helton had served as warden at BCFC since August 2017. He also served as acting warden at Blackburn Correctional Complex during a transition in 2016.

Helton began his career in 1997 at EKCC as a correctional officer. He was promoted to lieutenant and transferred to LSCC in 2005. He was promoted the following year to unit administrator. In 2010, Helton returned to EKCC upon his promotion to captain. In 2011, he was promoted to senior captain and in 2013 to deputy warden. He has served as EKCC’s Corrections Emergency Response Team (CERT) commander and has also served as the eastern region CERT commander.

“Keith Helton has performed well in his previous position as warden at BCFC, demonstrating the professional and experienced qualities that we look for in our executive prison leadership,” said White.
