Blackburn Correctional Complex Passes PREA Audit

FRANKFORT, Ky. (Feb. 16, 2024) – The Blackburn Correctional Complex (BCC) in Lexington passed its recent Prison Rape Elimination Act (PREA) audit. Signed into law Sept. 4, 2003, PREA is intended to address the detection, prevention, reduction, and prosecution of sexual abuse and harassment in correctional facilities throughout the country.

The audit was conducted by PREA auditor Lori Fadorick, contracted by the American Correctional Association.

“Blackburn Correctional Complex is a hidden gem within the DOC,” said Fadorick. “The rehabilitative and program opportunities are impressive. There is very good communication between all levels of staff and offenders, it is evident that the staff of BCC take pride in their facility and what they do.”

Deputy Commissioner Scott Jordan praised the hard work of the facility in maintaining compliance. “The fact that Warden Caudill and her team continue to excel in both PREA and in every aspect of correctional management should come as no surprise as that is the standard that they set for themselves,” said Jordan. “This is another example of our compliance team and institutions working together for a great outcome.”

Agency PREA Coordinator Pamela Clayton emphasized that maintaining PREA compliance is a continuous process. “It takes effort from everyone at the facility,” said Clayton. “These audit results are proof of the dedication and commitment that the facility staff have to the safety of their inmate population.”

“I am immensely proud of my team’s hard work, dedication, and relentless pursuit of excellence,” said Warden Abigail Caudill. “This accomplishment is a testament to our unwavering commitment to upholding the highest standards of safety, security, and operational excellence.”

PREA audits consist of 45 national standards that ensure compliance with all facets of this federal legislation. The last PREA audit conducted at BCC was in 2021, which also resulted in a passing score.
