Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. (Jan. 19, 2024) – Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has reappointed Phillip Burnett as a member of the Kentucky Emergency Response Commission.

  • Phillip Burnett of Pineville will represent the Department of Kentucky State Police. Col. Burnett is a 28-year veteran of the Kentucky State Police and is currently the commissioner of the agency. He will serve for a term expiring Oct. 14, 2025.

Gov. Beshear has reappointed Stephanie Raglin and appointed Danielle Matlock as members of the Kentucky Board of Alcohol and Drug Counselors.

  • Stephanie Raglin of Midway is the director of the Hope Center in Lexington. She will serve for a term expiring July 16, 2027.
  • Danielle Matlock of Corbin is a clinical therapist at Isaiah House. She replaces Timothy Cesario, whose term has expired, and will serve for a term expiring Jan. 15, 2028.

Gov. Beshear has reappointed Stan Holmes and Jamaal Jackson as members of the Kentucky State Martin Luther King, Jr. Commission. The Governor has also appointed Beverly Metcalf and Shana Goggins as members of the Commission.

  • Stan Holmes of Radcliff is an educator at Ft. Knox Community Schools. He has been reappointed for a term expiring Dec. 12, 2027.
  • Jamaal Jackson of Frankfort is an instructor and basketball coach at Kentucky State University. He has been reappointed for a term expiring Dec. 12, 2027.
  • Beverly Metcalf of Frankfort is a former social worker and current advocate. She replaces Katrisha Waldridge, whose term has expired, and will serve for a term expiring Jan. 15, 2028.
  • Shana Goggins of Richmond is a counselor at Healing Essence LLC. She replaces Caroline Atkins, whose term has expired, and will serve for a term expiring Jan. 15, 2028.
