The Kentucky Infrastructure Authority (KIA) announces that Kentucky’s draft 2021 Drinking Water and Clean Water Intended Use Plans (IUPs) are available for public review and comment from June 10th through July 10th, 2020.
The Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF) are low-interest loan programs by which the Environmental Protection Agency (USEPA) provides capitalization grants to states to fund projects to further the goal of the Safe Drinking Water Act based on public health criteria.
Construction loans carry a 20-year repayment period, while 30-year terms are available upon request. Further, disadvantaged communities may request repayment terms up to 40-years but not to exceed the expected design life of the project. Planning and Design loans will be amortized over five years. Additional subsidization is to be provided to utilities in disadvantaged communities of at least 26 percent of the capitalization grant.
To be considered eligible to receive a DWSRF or a CWSRF loan, a project must be identified on the Project Priority List. A 30-day public comment period is required prior to finalizing the plan. KIA has scheduled a public meeting to solicit comments on the draft 2021 DWSRF and CWSRF IUPs. The meeting will be held on June 18th, 2020 at 2:30 PM via an interactive Zoom meeting, which may be accessed at the KIA Web Site, www.kia.ky.gov
The DWSRF and CWSRF IUPs identify the goals of each fund and describe how the funds will be used to achieve those goals. The IUPs were prepared by KIA, an agency in the Governor’s Office.
