FRANKFORT, KY – A special online application cycle opened today for grants to provide Motorcycle Safety Education Programs through the state.  Awards will be administered by the Justice and Public Safety Cabinet under the auspices of the Motorcycle Safety Education Commission.

The Motorcycle Safety Education Program administers all aspects of statewide motorcycle rider training courses, designed to develop and instill the knowledge, attitudes, habits, and skills necessary for the proper operation of a motorcycle.  The courses are paid for by a portion of motorcycle permit, license and registration fees.

Components of the program include presentation and oversight of novice and experienced rider training courses; public awareness and promotional activities; instructor oversight and training; and class site development and oversight.  All course related activities must conform to Motorcycle Safety Foundation (MSF) guidelines.  

Application Process
Applications will be made available Jan. 11, and must be submitted via the on-line EGMS (electronic grants management system) no later than 4:30 p.m. EST, Feb. 22. Applicants are strongly encouraged to establish a user account and familiarize themselves with the system well in advance of the due date through use of the included user training materials prior to application submission at www.kyjusticegms.com.  Please note validation of new user accounts will take 48 – 72 hours.  Applicants who have previously applied for grants on EGMS do not need to establish an additional account.  More information about the application process can be found at http://justice.ky.gov .

In addition to establishing a user account, applicants MUST specifically request access to the Motorcycle Safety Education Program application via email to Askgmb@ky.gov no later than 72 hours prior to the close of the application.  Applicants should review the specific EGMS application in advance, as there are numerous required fields, information, and character limits.

Eligible Applicants
Any state agency, local unit of government (i.e., city, county, township, town or Area Development District) or not-for-profit organization may apply for funding to provide motorcycle safety education program services.  Applicants must have proven ability to manage a state-wide education organization comprised of multiple sites/providers serving students of varied skill levels, in compliance with diverse local, state, federal and professional guidelines.

A single award is anticipated through this application process.  Award period is July 1, 2013 to June 30, 2014, with maximum three optional annual renewals.

Note:  some questions submitted may be duplicative of ones previously received.  To limit the length of the FAQs (Frequently Asked Questions) listed, applicants’ inquiries may be combined so that a question and response are answered only one time.  This is the only manner in which application content questions will be answered.
